The Facade Inspection Safety Program keeps facades from becoming a hazard over the sidewalk. Here is what it means for your building.

Every New York City building taller than six stories must have its exterior walls examined every five years by a Qualified Exterior Wall Inspector - a licensed professional engineer or registered architect - who files a report with the Department of Buildings through DOB NOW: Safety. The program was created as Local Law 11 of 1998 and is now called FISP.

We are in Cycle 10, which runs from 2025 through 2029. Buildings are split into three sub-cycles by the last digit of their tax block number, each with its own two-year filing window. Miss it and penalties start at $1,000 per month, on top of $5,000 per year for a building with no report on file.

The inspector classifies each elevation as Safe, SWARMP (safe with a repair program), or Unsafe. Unsafe conditions require immediate public protection and expedited repair; SWARMP conditions must be fixed before the next cycle. We manage the inspection, the filing, and the repairs so your building reaches an accepted, compliant status.

What is FISP / Local Law 11?

FISP, the Facade Inspection Safety Program, is the NYC law requiring buildings taller than six stories to have their exterior walls inspected by a QEWI every five years and file a report with the Department of Buildings. It began as Local Law 11 of 1998.

How do I know my Cycle 10 deadline?

Your filing window is set by the last digit of your tax block number. Use the deadline tool at the top of this page, or call us with your address and we will confirm your sub-cycle and window at no charge.

What are the penalties for not complying?

Late filing accrues DOB penalties of $1,000 per month, and a building with no report on file accrues $5,000 per year, plus separate violations for any hazardous facade conditions.

Do you do the physical repairs?

No. We handle the engineering scope: the QEWI inspection, the DOB NOW filing, and, when repairs are required, progress inspections that confirm the work is done to code before we re-inspect and amend the filing. The physical repairs are performed by a general contractor.

My building was classified SWARMP in a previous cycle. Can you help?

Yes. A SWARMP classification from a prior cycle has to be corrected and re-filed, or it becomes an Unsafe finding. We re-examine the conditions, provide progress inspections while your contractor completes the repairs to code, and file the amended report with the DOB so the building is brought current.

My building is behind on filings. Can you help?

Yes. Cycle 10 includes an amnesty path that lets buildings with no report on file stop penalties from accruing by filing an early initial report and paying pending penalties. We can guide you through it.
